As you <br />are aware, this is the final plat in a series of plats that resized and increased the number of lots <br />lying west of Zane Avenue in Elk River Crossing. Originally, the proposal for the Elk River <br />Fourth Addition was three lots. It was determined that the third lot was unbuildable due to the <br />large drainage and utility easements encompassing most of the third lot to cover the trunk <br />sanitary sewer and watermain which lead from Trunk Highway 169 to Zane Avenue. This <br />proposed final plat now has been reduced to two lots with the second lot having a large area of. <br />drainage and utility easement covering these trunk utilities. We believe this final plat is <br />approvable in this form. <br /> <br />We should point out two items relevant to the development of these two lots. First, it has always <br />been the City's attempt to minimize the driveway access points from these lots onto to Zane <br />Avenue. Therefore, we will be looking for a minimum number of driveway access points with <br />cross access between the lots. Second, sanitary sewer and water services were stubbed into <br />the west side of Zane Avenue based on the original Elk River Crossing plat. There are now <br />more lots than were originally platted on this side of the street. Therefore, there will have to be <br />careful investigation of how to provide sanitary sewer and water services to all of the new lots. <br />It may be necessary to extend services from one lot to another lot in a form that can be owned <br />and maintained by the City to eliminate the need to open cut Zane Avenue for the purposes of <br />extending additional services. These two items will .be investigated as developments are <br />proposed for these two lots in Elk River Crossing Fourth Addition. <br /> <br />If you have any questions regarding these issues, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
