Elk <br /> Resolution No. 14- <br /> River <br /> Member introduced the following resolution and moved its adoption: <br /> A Resolution of the Elk River City Council Approving Notice of Summary <br /> Publication of Ordinance No. 14-06, an Ordinance Providing for the Control of <br /> Fats, Oils and Grease (FOG) in the City Sanitary Sewer System <br /> WHEREAS, increased demand on the City's Sanitary Sewer System and Publicly Owned <br /> Treatment Works necessitates implementing more stringent rules and regulations on waste <br /> dischargers; and <br /> WHEREAS, on May 5, 2014, the Elk River City Council adopted Ordinance No. 14-06 amending <br /> Sections 78-91, 78-93 and 78-156, of the Elk River Code of Ordinances; and <br /> WHEREAS, Ordinance No. 14-06 provides for the control of fats, oils and grease (FOG) in the <br /> City Sanitary Sewer System by: <br /> - Adopting definitions of FOG,Best Management Practices (BMPs), FOG <br /> Enforcement Response Plan (ERP),Food Service Establishment (FSE), Food <br /> Manufacturer/Processor (FM/P) and related terms;and <br /> - Establishing a City FOG Control Program;and <br /> - Requiring FSE's and FM/P's to participate in the City FOG Control Program <br /> and adopt BMP's and ERP's; and <br /> - Providing for enforcement and penalties for noncompliance with the FOG <br /> Control Program;and <br /> WHEREAS, a copy of the full text of Ordinance No. 14-06 is available for inspection by any <br /> person at the office of the Elk River City Clerk, 13065 Orono Parkway, during regular business <br /> hours,Monday through Friday. <br /> NOW, THEREFORE, be it resolved, that the City Council, by at least four-fifths vote, authorizes <br /> publication of the tide and a summary of Ordinance No. 14-06. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Member <br /> , and upon vote being taken thereon,the following voted in favor thereof- <br /> and the following against: ,whereupon said resolution was declared duly <br /> passed and adopted. <br /> Passed and adopted this 19`'day of May 2014. <br /> John J.
