4 / Chapter 1: Introduction <br />Elk River Comprehensive Plan <br /> ·Project Advisory Committee (PAC): The Project <br />Advisory Committee (PAC) was made up of <br />members of the City staff and the WSB Team. The <br />PAC met on a bi-monthly basis throughout the <br />planning process to provide pertinent background <br />information and data, review and provide <br />feedback on all technical memos and draft chapter <br />language, and assisted in the development of the <br />Comprehensive Plan. <br /> ·Citizen Advisory Committee (CAC): The Citizens <br />Advisory Committee (CAC) was comprised <br />of a broad-based citizen group that consisted <br />of members from the City Council, Planning <br />Commission, Parks and Recreation Commission, <br />Heritage Preservation Commission, Energy City <br />Commission, Economic Development Authority <br />(EDA), Housing and Redevelopment Authority <br />(HRA), Elk River Area Chamber of Commerce, <br />Downtown Rivers Edge Business Association, <br />and Sherburne County. The CAC met on a <br />monthly basis throughout the planning process to <br />provide direction and feedback on the visioning <br />process, draft chapter language and assist in the <br />development of the Comprehensive Plan. <br /> ·Community Open House: The City held two (2) <br />community open houses to seek public input on <br />the draft Comprehensive Plan. The fi rst open <br />house was to explain the comprehensive planning <br />process and gather feedback on issues, concerns, <br />and opportunities within the city. The second <br />open house provided up to-date Plan information <br />including future land use plans, visions, and <br />implementation strategies. <br /> ·Community Education. A visioning session was <br />held with a group of students (K-5) through District <br />728 Community Education Edventures Club. <br />Students graphically communicated what they like, <br />what they don’t like, and what they want in the <br />City of Elk River. <br /> ·Social Media and Community Outreach: <br />Understanding the importance of stakeholder <br />engagement and community buy-in of the Plan, <br />Planning Process <br />This Comprehensive Plan updates the 2004 Comprehensive Plan for the City of Elk <br />River, for which the City gratefully acknowledges the efforts of those who participated <br />in the development of the 2004 Plan. <br />Many stakeholders were involved in the development of the 2013 Comprehensive Plan <br />Update including the following: <br />the City utilized a variety of social media and <br />community outreach techniques. <br /> ·Project Website: The City hosted a project <br />website which provided meeting agendas, <br />draft plans and meeting minutes for public <br />review and comment throughout the process. <br /> ·List Serve System: Updates and <br />announcements were send out using the <br />City’s list serve system. <br /> ·Newsletters: The City’s newsletter was used <br />to communicate key stakeholder events and <br />the project throughout the planning process. <br /> ·Facebook Page: Announcements of the <br />Community Open House and opportunities <br />for the public to comment and engage in the <br />planning process was posted onto the City’s <br />Facebook Page. <br /> ·Cable TV: Advertisements announcing the <br />Community Open Houses and encouraging <br />participation in the process was broadcasted <br />using ERtV Channel 12. <br /> ·Public Hearing and City Council Approval: <br />Public hearings on the draft comprehensive plan <br />were held on March 11, 2014 with the Planning <br />Commission, March 17, 2014 and May 5, 2014 <br />with the City Council. The draft plan was also <br />reviewed by the Parks and Recreation Commission <br />at a special meeting on April 2, 2014, and again <br />by the Planning Commission on April 8, 2014. <br />On May 19, 2014 the City Council approved and <br />formally adopted the comprehensive plan.
