42 / Chapter 5: Land Use <br />Elk River Comprehensive Plan <br />Redevelopment <br />The City should explore more aggressively the <br />practice of redevelopment. Redevelopment does <br />not need to be the top down practice of relocating <br />neighborhoods and businesses to other areas so <br />that new development can move in. Redevelopment <br />should be the stated and practiced posture of the <br />community to allow for and promote the reuse of <br />substandard parcels to achieve the vision of the <br />community. <br />Redevelopment has many benefi ts, including <br />increased jobs, tax base, and employment options <br />within existing infrastructure, improving streetscape <br />and community image blight, and improved pedestrian <br />and vehicular connections. Even with these benefi ts, <br />redevelopment is more costly and time consuming <br />than greenfi eld development. The City should seek to <br />remove obstacles to redevelopment, such that it is as <br />attractive to new development as greenfi eld sites in <br />neighboring communities.
