14 / Chapter 3: Using the Plan <br />Elk River Comprehensive Plan <br />Intergovernmental Collaboration <br />The vision for the future of Elk River cannot be achieved without the cooperation and <br />collaboration of other units of government and overlapping agencies. Strong working <br />relationships and collaborative solutions are essential to the success of this Plan. Some of <br />the key governmental elements of the Plan include, but are not limited to: <br /> ·Annexation. Continued discussions with adjacent communities should occur <br />relating to opportunities for future annexation. Further planning and disscussions <br />are necessary to ensure adequate services are available. <br /> ·Land Use. While a large portion of the City is undeveloped (due to limitations <br />relating to the municipal utility system), there are areas where Elk River and <br />neighboring and overlapping jurisdictions should coordinate on land use issues <br />including future extension of utilities to the outer boundaries of the City, the <br />coordination of the fi nal plans for the Landfi ll area when fi nal grade has been <br />achieved within the next 15-20 years, and the Highway 10 and 169 corridor areas <br />as they develop over the next several decades. Partnerships with surrounding <br />communities, the County and MnDOT will be needed moving forward. <br /> ·Community Facilities and Services. Continued partnerships should be maintained <br />as it relates to the community facilities, in particular with the Independent School <br />District 728 and the various athletic associations on various recreation facilities and <br />programs, community education, celebrations and events, and similar issues and <br />opportunities. The City should also coordinate with ISD 728 if plans are made in <br />the future for expansion of existing, or the development of new, facilities. The City <br />should also continue to explore opportunities to work with other communities on <br />joint or shared services where appropriate. <br /> ·Parks, Trails, and Open Space. The City of Elk River and neighboring communities <br />should continue to coordinate on providing trail connections between communities. <br />Coordination on connecting greenways and open spaces between the communities <br />should also be considered. <br /> ·Housing. Elk River and the surrounding communities should collaborate on housing <br />issues and opportunities so that regional housing needs are met.
