Chapter 3: Using the Plan / 9 <br />Elk River Comprehensive Plan <br />Introduction <br />This Comprehensive Plan sets a vision of what Elk River will look and <br />feel like in thirty years. The Comprehensive Plan is one of the most <br />important tools for guiding the development and redevelopment in <br />Elk River. The plans, policies, and implementation strategies outlined <br />within can only help achieve the community’s overarching vision for the <br />future if the Plan is actively followed and used. The City, its residents, <br />property owners and business owners must take specifi c actions if <br />the City is to realize the full value of this Plan.
