Proposed Project Team and Experience <br /> Construction cost- $3.7 Million 2011 Improvements, City of Annandale <br /> Design Phase— Summer 2013 Contact:Joe Haller,Public Works Director,320-274-8520 <br /> Construction Phase—Fall 2013 and Spring 2014 The City of Annandale, as with most Minnesota <br /> communities,was continually dealing with problems <br /> Key Team Members: Michael Nill, Project Manager associated with aging and deteriorating infrastructure. <br /> Fremont Avenue 2012 Street and Watermain The City hired Bolton &Menk to prepare a Preliminary <br /> Improvements, City of Zimmerman, MN Engineering Report(PER)/Facility Plan and ultimately <br /> plans and specifications for the replacement of watermain, <br /> Contact: Dave Horvath, Public Works Director, <br /> 763-286-9332 sanitary sewer and associated services, storm sewer and <br /> street reconstruction. <br /> This project involved the replacement of watermain and <br /> the reconstruction of Fremont Avenue (CSAH 4),which is During the Preliminary Engineering Report phase,Bolton <br /> the main east-west artery through the heart of Zimmerman. and Menk prepared a preliminary assessment roll based on <br /> The project was completed while maintaining traffic the City's assessment policy and held an Open House to <br /> throughout construction. Bolton&Menk provided full review the project and corresponding assessments with all <br /> engineering services from the feasibility stage through property owners affected by the project. Following the Open <br /> project close-out, including administration of public House a public hearing was held according to MN Statute <br /> participation and information and the Minnesota Statute Chapter 429 requirements.While preparing the construction <br /> 429 assessment process. documents,Bolton&Menk worked closely with City staff <br /> Key Personnel:Al Spilles,Resident Project Representative to ensure the project met the City's goals and incorporated <br /> concerns expressed by the property owners at the Open <br /> Hamilton of Savage Phase 6 Street and House into the construction documents.The project was <br /> Utility Reconstruction, City of Savage, MN awarded in spring of 2011.The construction coordination <br /> Contact:John Powell, Public Works Director/City was extensive as the spring of 2011 was abnormally wet and <br /> Engineer,952-882-2672 conditions prevented residents from accessing their homes <br /> The project consisted of a$1.2 million full reconstruction at times. Residents were updated daily regarding the project <br /> of the street and utility infrastructure for two full City by the Resident Project Representative. In addition,monthly <br /> streets and portions of two other City streets in the newsletters regarding the project status and schedule were <br /> Hamilton area of the City of Savage. Utility design mailed to all property owners affected by the project during <br /> involved detailed modeling and special construction staging construction. Construction on the $2.3 million project began <br /> to accommodate not only the needs of Phase VI,but also in the spring of 2011 and the project was completed in 2012. <br /> the needs of future phases. The project also included <br /> extensive utility coordination with not only standard small Key Personnel:Al Spilles,Resident Project Representative <br /> utilities but also with obtaining encroachment agreements <br /> for building a dry stormwater pond underneath a high- <br /> voltage transmission line and adjacent to a high-pressure <br /> petroleum distribution line. In addition, several traffic <br /> calming measures were evaluated to improve public <br /> safety. This evaluation resulted in the narrowing of one of <br /> the roadways in the corridor.
