The Comprehensive Plan is one of the most <br />important tools for guiding the development and redevelopment in <br />Elk River. The plans, policies, and implementation strategies outlined <br />within can only help achieve the community's overarching vision for the <br />future if the Plan is actively followed and used. The City, its residents, <br />property owners and business owners must take specific actions if <br />the City is to realize the full value of this Plan.
