Elk Elk River comprehensive Plan <br />R1Ver <br />Implementation <br />The following are statements that reflect strategies that are geared toward community facilities. <br />Continue to evaluate and pursue the costs and <br />benefits of partnering with other government entities <br />to provide cost effective community services in Elk <br />River. When appropriate, explore contracting with <br />other government entities for services. <br />Continue to evaluate and pursue the costs and <br />benefits of sharing Elk River's services with other <br />communities. <br />Continue to coordinate and /or partner with <br />Independent School District 728 on pertinent <br />services such as community education and <br />recreation programs. <br />Consider developing and implementing a plan to <br />ensure that new construction and renovations <br />pertaining to City facilities, follow green technology <br />standards, where feasible. <br />Where appropriate, promote native landscaping that <br />reduces the use of chemical fertilizers, herbicides, <br />pesticides, irrigation and fossil fuel use. <br />Consider developing and implementing a plan <br />to provide community gardens on City property <br />or partner with Elk River institutions (ISD 728, <br />Sherburne County and religious institutions) to <br />provide community garden space where feasible. <br />Lead by example by using rain gardens, rain barrels, <br />and other techniques that others can use on their <br />properties. <br />Consider developing and implementing an <br />environmental preference purchasing program. <br />Consider partnering with other government entities <br />to maximize savings. Where appropriate and <br />feasible, engage institutions, businesses, and <br />residents. <br />Continue to conduct periodic energy audits of all <br />pertinent City facilities. Identify and implement <br />strategies to reduce carbon emissions, increase <br />energy efficiency, and provide the City with <br />monetary savings. <br />Consider developing and implementing strategies <br />to reduce the use of fossil fuel in City vehicles and <br />equipment. Consider the use of hybrid vehicles, <br />alternative fuel- efficient conventional vehicles <br />and other types of vehicles that reduce fossil fuel <br />use. Also, develop and implement strategies that <br />reduce the number of vehicle miles traveled for City <br />business using fossil fuel vehicles. <br />Consider developing and implementing strategies to <br />use "green" cleaning products in all City facilities. <br />Consider developing and implementing strategies to <br />help the Streets Division continue to implement their <br />tasks in a sustainable and cost - effective manner. <br />Continue to inventory and analyze all City equipment <br />to make sure that it works safely and efficiently. <br />Continue to budget and plan for equipment <br />replacement and repair as needed. Prepare a cost - <br />benefit report to support decisions. <br />Continue to partner with or support others in their <br />efforts to provide events and celebrations that <br />benefit Elk River residents and business owners. <br />Encourage City Staff and Elected Officials to promote <br />the City through speaking engagements, news <br />articles, and presentations at a variety of events, as <br />established by City policy. <br />Actively solicit citizen participation in City affairs, <br />including committees and events. <br />Work with the School District to promote <br />opportunities for youth to be involved in City <br />activities. <br />Chapter 1 1 : Community Facilities / 121 <br />
