Elk Elk River comprehensive Plan <br />R1Ver <br />i <br />we <br />f t <br />Elk River has several boards and commissions <br />including the Board of Adjustments, Economic <br />Development Authority, Energy City Commission, <br />Heritage Preservation Commission, Housing & <br />Redevelopment Authority, Ice Arena Commission, <br />Library Board, Parks and Recreation Commission, <br />Planning Commission, and the Utilities Commission. <br />Key to the comprehensive and land use planning <br />process is the Planning Commission, which is an <br />advisory body to the City Council. The Planning <br />Commission participates in various studies and <br />planning issues that are applied to guiding the <br />development of the community. The Planning <br />Commission conducts public hearings to receive public <br />comments on development proposals, subdivisions, <br />zoning ordinance amendments, variances, re- <br />zonings, and conditional use permits. The Planning <br />Commission makes recommendations to the City <br />Council based on information provided by staff, <br />various agencies, and the public. <br />Also instrumental to the land use planning process is <br />the Economic Development Authority (EDA) which is <br />a public corporation empowered to undertake certain <br />types of economic development projects. The EDA <br />is an arm of the City Council and handles all types <br />of city economic development projects including <br />acquiring, developing, improving, and disposing of <br />property, entering into contracts and operating and <br />maintaining public affairs. <br />The Housing and Redevelopment Authority (HRA) is a <br />public body that undertakes certain types of housing <br />and redevelopment projects including planning, <br />acquisition, clearance, rehabilitation and construction <br />for the provision of safe housing for persons of low <br />and moderate income. Projects may also include <br />the improvement and restoration of stagnant and <br />underdeveloped land. The HRA, like the EDA and <br />Planning Commission, is a body that will utilize the <br />Comprehensive Plan to aid in land use decisions and <br />make recommendations to the City Council pertaining <br />to land use policy and future use of properties. <br />Police <br />The Elk River Police Department is a full service <br />police department providing 24 -hour police service <br />to over 23,000 residents within the City. The police <br />department is led by a Chief of Police and organized <br />into two divisions: Patrol Division and Administrative <br />Division, each commanded by a Captain. In <br />2013, the Police Department was comprised of 31 <br />sworn officers, nine non -sworn support staff and <br />approximately 15 volunteer Police Reserves. <br />The Police Reserve Unit that has served the police <br />department and community since 1975, is a volunteer <br />organization that is comprised of non -sworn members. <br />Key responsibilities of the Police Reserve Unit include <br />response to major incidents for traffic control and scene <br />security, community event security, search and rescue, <br />home and business security checks, general patrol, officer <br />assistance, public education, and child fingerprinting. <br />The Patrol Division is comprised of 21 officers assigned <br />to the division and is divided into twelve hour work shifts <br />covering a 24 -hour day. Each patrol shift is supervised <br />by a sergeant. The Captain of the Patrol Division is <br />also responsible for maintaining the department's fleet <br />of vehicles, supervising the field training unit and other <br />patrol related activities. The Police Department has <br />established a variety of specialized units to enhance the <br />overall department effectiveness including K -9, Bike <br />Team, SWAT /Crisis Negotiations Team, Honor Guard, <br />and Police Chaplain Corps. <br />The Administrative Division of the Police Department <br />is tasked with supporting and enhancing overall <br />department effectiveness and is comprised of the <br />Detective Unit, Support Services Unit, and Community <br />Services Unit. <br />Key initiatives relating to traffic safety include the <br />Chapter 1 1 : Community Facilities / 113 <br />
