An <br />ongoing commitment by the city leaders and staff <br />to community involvement in implementing the <br />system plan should remain a cornerstone of the <br />implementation strategy. <br />Guiding Principle #6 - Provide Access <br />to Recreational Activities and Programs <br />through Coordinated Services with Local <br />Partners <br />Working with local program providers, the City <br />will work to provide the opportunity for residents <br />to participate in recreation activities and programs <br />through well- designed, effective and cost efficient <br />recreation programs. The City will continue to provide <br />programming and will work with other program <br />providers such as the local school district and youth <br />associations, etc. to address this need and to provide <br />adequate facilities for programmed use on a fair and <br />equitable basis. <br />Framework for the Parks, <br />Recreation, Open Space, and Trail <br />System <br />The following framework establishes the base set <br />of parameters that should be considered when <br />developing a comprehensive and cohesive physical <br />system plan. The framework serves as a means to <br />translate the assessment of need and vision statement <br />into a plan that meets the physical requirements, land <br />and facilities, which will satisfy community needs. <br />The framework builds upon the existing park and trail <br />infrastructure that is already in place within the City, <br />with the basic precept being to use existing parks and <br />open space lands to their highest and best uses within <br />the context of demographic changes and resource <br />limitations (capital investment and operations/ <br />maintenance funds) that are expected to prevail for <br />some years to come. This last point is of particular <br />importance in that meeting residents' desire for quality <br />facilities within the context of anticipated resources <br />requires some rethinking of past planning models and <br />points of emphasis. To that end, the major themes <br />include: <br />106 / Chapter 10: Parks, Recreation, Trails, and Open Space <br />Elk River Comprehensive Plan <br />1 . Expansion of the trail system will provide <br />connections and continuity in the community. <br />2. Facility maintenance needs to be balanced with <br />available resources. <br />3. Consider City -wide and geographic service areas <br />within in the City when planning for parks. <br />4. Each geographic area will be anchored by a <br />place based brand to bring community together. <br />5. Continue to work with local agencies and <br />adjacent communities on meeting the recreation <br />facility needs. <br />6. Plan for and obtain space for future needs. <br />
