Elk River Comp ehensive Pi. <br />Implementation <br />The following statements reflect specific parts of the City's vision relating to natural environment and resources. <br />Undertake a more detailed greenway corridor <br />planning process within the City (NRI plan). The <br />purpose of this would be to identify goals of <br />the greenways within the City, identify where <br />public ownership could be incorporated into the <br />greenway, incorporate the trails system, identify <br />areas where ecological restoration may be feasible, <br />consider opportunities for recreation and pedestrian <br />movement, and target projects for grant funding. <br />Some of this will occur with the update to the <br />Parks System Plan that is currently underway, but <br />should be expanded upon to ensure preservation <br />and enhancement of these corridors is sustained. <br />Continue to enforce all environmental protection <br />zoning standards related to restrictive soils, <br />woodlands, wetland, floodplains, shorelands, <br />bluffs, steep slopes and erosion control, to <br />preserve and protect sensitive and other natural <br />areas of community importance. One key part <br />of this will be to update /review ordinances per <br />NRI recommendations to review park dedication <br />requirements, data that is required for preliminary <br />platting, tree preservation. <br />Include the city -owned natural areas recommended <br />for management into the City's CIP. This will <br />allow the city to explore and potentially be eligible <br />for grant funds. <br />Invasive species can negatively impact native <br />habitats within the City. The City will work to <br />manage and control invasive species if funding is <br />available. <br />Encourage and assist businesses, organizations, <br />and citizens in their efforts to enhance and improve <br />the community's natural environment and to <br />conserve natural resources. <br />96 / Chapter 9: Environmental Resources <br />Manage the community's wildlife resources to <br />protect and preserve native habitat and wildlife, <br />and to protect human safety. <br />Work with and encourage projects designed to <br />reclaim contaminated lands and restore natural <br />resources where appropriate. <br />Continue programs to regulate the use of private <br />individual sewage treatment systems per County <br />and State requirements and to protect ground and <br />surface water within Elk River. <br />Continue monitoring and regulation of quarrying <br />of resources such as sand, dirt, and gravel to <br />mitigate potential visual and environmental <br />impacts such as noise, erosion and dust. <br />Continue to manage the impacts of land uses <br />such as aggregate mining, landfills, and others on <br />the environment by collecting appropriate fees or <br />other funds to mitigate the impacts of the use on <br />the community's infrastructure. <br />Continue and expand environmental education <br />and awareness programs to include the proper use <br />and disposal of such pollutants such as hazardous <br />waste, pesticides, non -point source pollutants, and <br />fertilizers. Encourage public and private recycling <br />and source reduction programs. <br />Promote the efficient use of land to encourage the <br />protection of natural and energy resources where <br />appropriate. <br />
