From this document, the zoning ordinance is developed and land use <br />decisions are made. It is appropriate to periodically review the plan to ensure that the assumptions, <br />vision, and goals are consistent with the community's desires, as these may evolve over time. The city last <br />updated its Comprehensive Plan in 2004. Over the last 11 months, a Citizen Advisory Committee <br />reviewed and developed a draft Comprehensive Plan, which was then published for public comment. <br />The public comment period has been open since the March 11, 2014, Planning Commission meeting. <br />Public Outreach <br />To generate public comment during this review period, copies of the future Land Use Plan were <br />published in the StarNev)s on March 8. A summary of the major changes were published as both news <br />items and paid advertisements in the Star Nears, including the editions of April 12, 26, and May 3. Copies <br />of the plan were mailed to the Cities of Otsego, Nowthen, Ramsey, and Sherburne County. The plan has <br />been posted on the city's website and notices have been periodically tweeted and posted on the city's <br />Facebook page. <br />The comments received thus far are summarized on the attached spreadsheet, along with staff's <br />recommended responses. <br />Comments <br />The majority of comments received are in regard to possible extensions of the transportation network <br />throughout the system. In all cases, the commenter felt the road extension would negatively impact their <br />interests. Staff understands the impact, but recommends that the road alignments remain to facilitate <br />further discussion as part of a transportation plan that may be updated in the future. The Planning <br />Commission discussed the road alignment through the Cretex property at length and road alignments <br />through parks briefly, but ultimately did not recommend a change.
