Green Company <br />Project No. 822530-0030 <br /> <br /> Feasibility Study <br /> Yankton Street Road Improvements <br /> Elk River, MN <br />bituminous base, and 6 inches of aggregate base. The cul-de-sac would be <br />paved with a 45-foot radius. No soil borings have been obtained at this time, <br />and the pavement section would be dependent on the findings of a <br />geotechnical report. Driveways would be reconstructed as necessary to <br />match the new street. <br /> <br />B. Storm Water Drainaqe Improvements <br /> <br />The reconstruction and widening of Yankton Street would affect the way <br />storm water runoff is routed along the west side of the street. Portions of the <br />embankment would be cut back and portions of the ditch would be filled in <br />(see Exhibit 3). Design Issues <br /> <br />The four primary issues involved with widening Yankton Street are: <br /> <br />· Re-establishing the right-of-way. <br />· Possible impacts to wetlands. <br />· Obtaining additional easements and right-of-way. <br />· Clearing of trees and brush along both sides of Yankton Street, and regrading <br /> the right-of way. <br /> <br />This report examines each if these issues in the following sections: <br /> <br />Preliminary surveys indicate some discrepancy in the relationship between <br />the platted right-of-way, and the existing road. Parts of the existing road <br />appear not to be within the platted right-of-way (Exhibit 2). Parts of the road <br />appear to be too far east, encroaching on the properties on the east side of <br />the street and parts of it appear to be too far west thus encroaching upon the <br />properties on the west side of the street. If this project goes forward <br />significant survey work will need to be done to determine exactly where the <br />right-of-way is in relation to the existing road. <br /> <br />2 <br /> <br /> <br />
