City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> General Business May 5, 2014 Suzanne Fischer,Director, CODD <br /> Item Description Reviewed by <br /> Ordinance: Sewers and Sewerage Disposal Peter Beck, City Attorney <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Adopt,by motion,the attached ordinance regarding discharge requirements for the city's wastewater <br /> collection system. <br /> Background/Discussion <br /> Wastewater discharges containing high concentrations of fats, oils, and grease (FOG) from food service <br /> establishments contribute to blockages or overflows in the city's wastewater collection system. Staff <br /> recently encountered a complete blockage at a local restaurant and identified potential disposal concerns <br /> at other establishments. To effectively address the issue, the city is developing a FOG Control Program. <br /> The program will establish uniform permitting, maintenance, and monitoring requirements for <br /> controlling the discharge of fats, oil, and grease from food service facilities discharging into the city's <br /> wastewater collection system. <br /> Replacing Section 78-156 of Subdivision III,Discharge Requirements,will place the city in compliance <br /> with the MS4 Stormwater Permit as it applies to all Food Service Establishments (FSEs) and Food <br /> Manufacturers/Processors (FM/PPs) within the city limits and urban service area of the City of Elk <br /> River. <br /> The amended ordinance includes management guidelines of the federal rule and the Minnesota Pollution <br /> Control Agency's (MPCA) requirements for disposal of fats, oils,grease, and other solids into the sanitary <br /> sewer system.
