In the last 6 to 8 years,we have <br /> experienced continued premature pavement deterioration throughout our system. These problems range <br /> from rock shedding off the surface to the formation of multiple shallow potholes along streets that have <br /> been previously seal coated. <br /> Numerous other cities within the metro area are experiencing the same problems. MnDOT has studied <br /> the problem and feels the condition is resulting from poor compaction of the original pavement. Many <br /> local agencies contend the MnDOT mix designs are not providing the needed durability. In any case, <br /> many cities have discontinued seal coating and are experiencing improved road longevity. Other agencies <br /> have continued with their seal coating program with a different variation of rock. <br /> To address the conditions that are developing,we propose modifying our approach. We propose to <br /> continue the process of crack filling all streets on an 8-year rotation. This is our primary defense from <br /> water penetrating the roadway. We re-evaluated all of the roadways originally scheduled to be seal coated <br /> with this year's project and have reduced the project to concentrate seal coating on segments that, <br /> without treatment,would be subject to excessive premature failure. A more costly aggregate,which other <br /> communities are having better experience with,will be used. <br /> Upon approval, staff will advertise the project for bidding and bring the lowest responsible bid back to <br /> the City Council for consideration and final approval. <br /> Financial Impact <br /> There is no cost associated with the requested action. The budget for 2014 preventative maintenance is <br /> $379,650.
