These projects have historically been assessed 100
percent to the benefiting property owners. Once again, Phil Hals, Street Superintendent, has come
up with a list of recommendations for 2004 oveday projects. These streets are shown on the
attached exhibit and include the following plats:

· M-Vale Addition
· Brentwood Addition
· Heavenly Hills
· Fairhaven Hills Addition
· Greenhead Acres lStAddition
· Belgin Acres Addition

Staff feels that all of these ovedays are 100 percent assessable to the abutting properties.
Attached is a resolution for the City Council's consideration that would initiate the feasibility study
for this project. Since this is a City-initiated project, this resolution requires a 4/5 vote of the City
Council to be adopted.

If you have any questions regarding these issues, I will be in attendance at your February 23, 2004
City Council meeting.

Sincerely,

Howard R.
