I. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Pat Klaers, City Administrator <br /> <br />February 23, 2004 <br /> <br />Boston/Concord Improvement Project-Presentation from <br />Neighborhood Property Owners <br /> <br />Background <br />In 2003 the city completed a sewer and water public improvement project in the Boston and <br />Concord neighborhood. The cost of the project was about $467,000. Twenty-one property <br />owners were assessed $17,500 each for the public improvement project. The city contributed <br />$99,500 to the project. There ',vas one assessment appeal from a property owner. The city <br />ultimately setded with this property owner at a reduced assessment amount of $11,000. At <br />the point of settlement with the property owner, the city had incurred in excess of $10,000 in <br />legal, engineering, and appraisal expenses, and we were not yet to the point of trying the case <br />before the judge. <br /> <br />Resident Jack Longie lives in this neighborhood and has requested to come before the City <br />Council (with a few of his neighbors) to talk about the project and, I believe, specifically to <br />talk about the assessment amount. <br /> <br />S:\Council~PatN2004~BostonN eighbors.doc <br /> <br /> <br />
