Economic Development Authority Minutes Page 2 March 17,2014 Greg Hohlen,representative of Bremer Bank,provided an update on the dissolution of the Minnesota Community Capital Fund. Mr. Beeman stated that the $50,000 returned investment will be put in the Microloan Fund. 6.2 Property Assessed Clean Energy (PACE) Mr. Beeman presented the staff report. Greg Hohlen,representative from Bremer Bank provided a brief synopsis of the PACE program. Dan Weber, Sherburne County assessor/economic development specialist, stated the county was contacted by the Saint Paul Port Authority regarding a partnership that would allow cities in Sherburne County to participate in the program without entering into a separate Joint Powers Agreement QPA) with the Authority. He asked for the city's support for Sherburne County to enter into a JPA with the Saint Paul Port Authority. Moved by Commissioner Westgaard and seconded by Commissioner Dwyer to recommend City Council support for Sherburne County to enter into a Joint Powers Agreement with the Saint Paul Port Authority for the Property • Assessed Clean Energy Program. Motion carried 7-0. 6.3 Chamber of Commerce Grow Minnesota Presentation Debbie Rydberg, executive director of the Elk River Area Chamber of Commerce, provided an update of the Grow Minnesota program. 6.4 Introduce Comprehensive Plan Mr. Barnhart provided an introduction to the Comprehensive Plan as outlined in his staff report. 6.5 Authorize Appraisal for Vacant Yale Court Property Mr. Barnhart presented the staff report. Moved by Commissioner Westgaard and seconded by Commissioner Wilson to authorize the appraisal of the property at the southern end of Yale Court and the preparation of a feasibility study of the road improvements.
