Economic Development Authority Minutes Page 2 <br /> March 17,2014 <br /> Greg Hohlen,representative of Bremer Bank,provided an update on the <br /> dissolution of the Minnesota Community Capital Fund. <br /> Mr. Beeman stated that the $50,000 returned investment will be put in the Microloan <br /> Fund. <br /> 6.2 Property Assessed Clean Energy (PACE) <br /> Mr. Beeman presented the staff report. <br /> Greg Hohlen,representative from Bremer Bank provided a brief synopsis of the <br /> PACE program. <br /> Dan Weber, Sherburne County assessor/economic development specialist, stated <br /> the county was contacted by the Saint Paul Port Authority regarding a partnership <br /> that would allow cities in Sherburne County to participate in the program without <br /> entering into a separate Joint Powers Agreement QPA) with the Authority. He asked <br /> for the city's support for Sherburne County to enter into a JPA with the Saint Paul <br /> Port Authority. <br /> Moved by Commissioner Westgaard and seconded by Commissioner Dwyer <br /> to recommend City Council support for Sherburne County to enter into a Joint <br /> Powers Agreement with the Saint Paul Port Authority for the Property • <br /> Assessed Clean Energy Program. Motion carried 7-0. <br /> 6.3 Chamber of Commerce Grow Minnesota Presentation <br /> Debbie Rydberg, executive director of the Elk River Area Chamber of Commerce, <br /> provided an update of the Grow Minnesota program. <br /> 6.4 Introduce Comprehensive Plan <br /> Mr. Barnhart provided an introduction to the Comprehensive Plan as outlined in his <br /> staff report. <br /> 6.5 Authorize Appraisal for Vacant Yale Court Property <br /> Mr. Barnhart presented the staff report. <br /> Moved by Commissioner Westgaard and seconded by Commissioner Wilson <br /> to authorize the appraisal of the property at the southern end of Yale Court <br /> and the preparation of a feasibility study of the road improvements.
