Background/Discussion <br /> Duffy Development is proposing a four-story, 52-unit apartment building on Lot 1, Block 1 (formerly <br /> oudot G) of the Elk River Station Planned Unit Development (PUD). The PUD amendment approved <br /> on May 21, 2012,permits an apartment complex of up to 60 units for this site. The parcel is located <br /> directly east and adjacent to the park-and-ride lot for the Northstar commuter rail. The PUD agreement <br /> requires that new developments receive site plan approval from both the Planning Commission and City <br /> Council. <br /> The applicant proposes a mix of 1, 2, and 3 bedroom apartments ranging in size from 800 to 1,300 square <br /> feet. Each apartment will have a full appliance package including dishwasher, clothes washer, and dryer. <br /> Building amenities include an on-site management office, on-site playground, community room, fitness <br /> center, and business center. Additionally, the developments proximity to the Northstar commuter rail <br /> line provides tenants with additional transportation options for travel to and from downtown <br /> Minneapolis with connections to multiple transportation routes. <br /> Duffy Development also constructed The Depot at Elk River Station, a similar apartment complex <br /> located directly across Twin Lakes Road from the current project. <br /> Preliminary and Final Plat Update <br /> The applicant submitted updated Preliminary and Final Plats on April 17, 2014. The update changes lot <br /> 2, block 1 to an oudot. <br /> Planning Commission <br /> The Planning Commission asked about traffic impacts to the driveway/intersection at Twin Lakes Road, <br /> specifically regarding the peak morning and afternoon times. The original development anticipated traffic <br /> impacts to the surrounding street network;the change from commercial to residential and commercial <br /> was not determined to substantially alter those impacts. The PUD amendment granted in 2012 allowed <br /> an apartment building in place of the proposed commercial space. <br /> Public Hearing <br /> During the public hearing the applicant spoke, describing the project and discussing the possibility of a <br /> variance request to allow three compact parking stalls in the parking garage.
