Bond sale. To provide the mane y appropriated in this section from the <br /> .18 bond proceeds and the co!Mrnissioner of management and budget shall sell and issue <br /> '19 bonds of the state in an amQunt up to t5,000.000jn the manner, upon the terms, and with <br /> .20 the-effect prescribed by Minnesota Statutes. sections 16A.631 to 16A.675, and by the <br /> .21 Minnesota Constitution, article XI, sections 4 to 7. <br /> 12 EffEC-T-1-YE DATE.Thi5 section is effective the day following final enactment. <br /> Sec. 2. Minnesota Statutes 2012, section 240A.09, is amended to read. <br /> .2 240A.09 PLAN DEVELOPMENT; CRITERIA. <br /> .3 The Minnesota Amateur Sports Commission shall develop a plan to promote the <br /> .4 development of proposals for new statewide public ice facilities including proposals for <br /> .5 ice centers and matching grants based on the criteria in this section. <br /> .6 (a) For ice center proposals, the commission will give priority to proposals that <br /> 7 come from more than one local government unit. Institutions of higher education are not <br /> 8 eligible to receive a grant. <br /> 9 (b) In the metropolitan area as defined in section 473.121, subdivision 2, the <br /> 10 commission is encouraged to give priority to the following proposals: <br /> 11 (1) proposals for renovation and indoor air quality improvements at an existing <br /> 12 "indoor ice arena or proposals for renovation of..ice-makin g systems that re lace Freon R-22, <br /> 13 f4- W proposals for construction of two or more ice sheets in a single new facility; <br /> 14 �A-31 proposals for construction of an additional sheet of ice at an existing ice center; <br /> 15 f-3�-U4 proposals for construction of a new, single sheet of ice as part of a sports <br /> 16 complex with multiple sports facilities; and <br /> 17 f4 -LSD proposals for construction of a new, single sheet of ice that will be expanded <br /> 18 to a two-sheet facility in the future. <br /> 19 (c) The commission shall administer a site selection process for the ice centers. The <br /> 20 commission shall invite proposals from cities or counties or consortia of cities.
