t , ; <br /> .(4.*,Elk MEMORANDUM <br /> River <br /> TO: Jeremy Barnhart, Deputy Director, CODD <br /> FROM: Chris Leeseberg, Park Planner/Planner <br /> DATE: April 3, 2014 <br /> SUBJECT: Parks and Recreation Recommendations for the Comp Plan <br /> At their April 2, 2014 special meeting, the Parks and Recreation Commission reviewed and <br /> provided feedback on the Draft Comprehensive Plan. They separated their discussion and <br /> recommendations into two categories,Land Use and Transportation. <br /> Land Use _ <br /> The Commission felt the following areas should be modified or changed: <br /> 1. The area of land along the Mississippi River northwest of the Kelley Farm in the <br /> Focused Area Study should be guided Open Space because of the incredible amenity <br /> of the river bluff in that area. <br /> 2. The 80-acres north of the Youth Athletic Complex (YAC) have been anticipated to <br /> be an expansion of YAC. It is currently designated on the Park Master Map as <br /> Athletic Complex (AC). It is understood there is a need to balance Park Land and <br /> Industrial Property. This area should be shown to include both Open Space and <br /> Industrial land uses. <br /> 3. A section of the Great Northern Trail (GNT) has two significant ponds in a stand of <br /> forest that is one the best stands in Sherburne County. This area east of the GNT <br /> should be shown as Open Space to preserve this prime environmental amenity. <br /> 4. All existing parks should be shown as Open Space. <br /> r.
