Elk Elk Elk River Comp ehensive Plan <br /> ;JAI,R1VeY <br /> I <br /> Introduction <br /> The Land Use Chapter describes existing land use patterns and provides <br /> an overview of how the city desires land will be used and developed in <br /> the future. It seeks to accommodate desired growth while reinforcing the <br /> preferred qualities of the community. <br /> The Land Use Plan guides city staff, the Planning Commission, the City Council, property owners, <br /> developers and other interested parties in decisions relating to the type, location and density <br /> of future development in the community. It also serves as the foundation for updating the <br /> City's Zoning Ordinances, Zoning Map, Subdivision Regulations and other implementation tools. <br /> Implementation of the Land Use Plan produces several important implications: <br /> Uses. Every parcel is placed into a specific land use category. Each category includes a <br /> description of the type of land use intended for that category. This description should match <br /> with the types and forms of development currently found in Elk River and desired for the future. <br /> Relationships. Much like a jigsaw puzzle, the true picture comes from how each piece fits <br /> together into a whole. The Land Use Plan guides how elements of the built and natural <br /> environment come together in Elk River. These relationships will characterize the look, <br /> function, and feel of Elk River. <br /> Actions. The Land Use Plan sets the framework for public actions and investments.
