Submittal of updated preliminary and final plats identifying document numbers for <br /> the access easement. <br /> 2. Submittal of a signed agreement between the applicant and MnDOT granting the <br /> permanent ingress/egress easement. <br /> 3. The subdivision drawings shall be submitted to the city in an electronic format (.dwg <br /> file) as required by City Ordinance and land use application. <br /> Recommend,by motion, approval of the site plan submitted by Duffy Development for a 52-unit <br /> apartment complex in the Elk River Station Planned Unit Development (PUD) with the following <br /> conditions: <br /> 1. As site plan approval is not a building permit, the applicant must apply for and <br /> receive approval of all required permits. <br /> 2. Staff approval of updated landscape plans, grading plans, and stormwater <br /> calculations reflecting the addition of a fire access drive. <br /> 3. The property shall be platted, and recorded,prior to release of the building permit. <br /> Background/Discussion <br /> Duffy Development Co. is proposing a four-story, 52-unit apartment building on Lot 1,Block 1 <br /> (formerly outlot G) of the Elk River Station PUD. The PUD amendment approved on May 21, 2012, <br /> permits an apartment complex of up to 60 units for this site. The parcel is located directly east and <br /> adjacent to the park-and-ride lot for the Northstar commuter rail. The PUD agreement requires that new <br /> developments receive site plan approval from both the Planning Commission and City Council. <br /> The applicant proposes a mix of one, two, and three bedroom apartments ranging in size from 800 to <br /> 1,300 square feet. Every apartment will have a full appliance package including dish washer, clothes <br /> washer and dryer. <br /> Building amenities include an on-site management office, on-site playground,community room, fitness <br /> center and business center. A below ground parking garage provides one parking stall per apartment. <br /> Additionally, the developments proximity to the commuter rail line provides tenants with additional <br /> [NATUPEJ <br />
