The other approach to appointments is that interviews and <br />appointments should be made in January by the newly elected City Council <br />and that an outgoing Council should not make these decisions. <br /> <br />In addition to the boards and commissions identified in the city clerk's memo, <br />it should be noted that Councilmember Holmgren is the city representative <br />on the Community Recreation Board and that Mayor Duitsman is the city <br />representative on the Northstar Corridor Authority and on the Regional <br />Transportation Board. Nothing is stated that the city representatives on <br />these agencies need to be a city councilmember, but it may be good policy to <br />have the city representative on these boards be a sitting member of the <br />Council. By having the city representative be a councilmember, it may lend <br />more credibility to the input they provide at their board or commission level. <br /> <br />The Council should note that Cecilia Scheel was before the Council in August <br />to request that the City Council consider a policy whereby only Elk River <br />residents could be appointed to city boards and commissions. Cecilia <br />requested that she be notified when the City Council discusses this issue and <br />this notification has not happened for this November 23 meeting. <br />Accordingly, the only discussion that should take place on this issue is when <br />you would like to discuss this topic so that we may notify Ms. Scheel. The <br />City Clerk has done a little bit of research on this topic and some preliminary <br />information is attached for your review. <br /> <br /> <br />
