?ity of <br /> <br />'ver <br /> <br />MEMORANDUM <br /> <br />Item 5.5. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br />Pat Klaers, City Admi n',~~o r <br /> <br />November 23, 1998 <br /> <br />1999 Pay Plan Resolution <br /> <br />Attached for your consideration is the proposed 1999 city pay plan resolution. <br />The pay plan is proposed to increase 3 percent for 1999. The City Council <br />has approved a 3 percent increase in the city pay plan for the past few years. <br />The police union contract calls for 1999 increases of 2.75 percent on January <br />I and another .5 percent on July 1. In 1998, the Utilities provided pay <br />increases of approximately 3.21 percent and have not yet decided the <br />adjustment for 1999. <br /> <br />Other than the increase in the pay plan, most of the changes are "routine." <br />For example, the insurance contribution by the city is scheduled to increase <br />by $15. This increase in consistent with the police union increase. The city's <br />contribution to employee insurance has increased by $15 for the past few <br />years. This 1999 pay resolution also includes such things as a wage increase <br />for the part time ice arena workers which the Council previously approved. <br /> <br />One change to note and which, if approved, will also be proposed in the year <br />2000, has to do with the Christmas holiday. The city includes Christmas Day <br />and Christmas Eve as two of the eleven holidays. In December 1999, <br />Christmas is on Saturday, so the Christmas holiday is given on Friday and <br />then the Christmas Eve holiday would be given on Thursday. In order to be <br />customer friendly, the city is requesting Council approval for one floating <br />holiday and then to require city offices to be open on Thursday, December 23, <br />1999. (For your information, in the year 2000, when Christmas is on <br />Sunday, the Christmas holiday would be given on Monday with the <br />Christmas Eve holiday being given on Friday. In 2000 we will again ask for <br />a floating holiday and to have city offices open on Friday, December 23, <br />2000.) Please note that some employees can still take Thursday, December <br />23, 1999, off as vacation or as the floating holiday, but enough staff will have <br />to be present so that each department has some employees available to <br />respond to citizen inquiries and requests. Accordingly, the holiday schedule <br />for 1999 shows ten specific holidays and one floating holiday. <br /> <br />13065 Orono Parkway · P.O.
