City Council Minutes Page 3 <br />July 15, 2002 <br /> <br /> WWTP Chief Operator Gary Leirmoe stated that he is unsure of the exact reason why the <br /> backup occurred. <br /> <br />City Attorney Charles Wilson stated that typically the homeowner's insurance would cover <br />this type of claim depending on the homeowner's coverage. He stated that the homeowner <br />should take action against his own insurance company. Staff should be looking at providing <br />information to help support a non-flood determination by Mr. Bengston's insurance. <br /> <br />Mayor Klinzing inquired into what process a resident should follow when a sewer backup <br />occurs after hours. She stated that the city should have information placed on the voicemail <br />system that is easy for residents to understand. Mayor Klinzing stated that she is concerned <br />about liability issues for the city if the Council decides to pay any funds to Mr. Bengston. <br /> <br />Council directed staff to research this issue further and bring back a recommendation. <br /> <br />5.1. Utilities Update <br /> <br />City Administrator Pat Klaers provided the Council with an update of the July 15, 2002 <br />Utilities Commission meeting. <br /> <br />5.2. NCDA Update <br /> <br />Senior Planner Scott Harlicker provided an update regarding the July 11, 2002 meeting of <br />the NCDA. He stated that the NCDA decided to continue its efforts to support commuter <br />rail and to ask Mn/DOT to reevaluate the commuter rail station for the City of Ramsey. <br /> <br />5.3. Park & Recreation Commission Update <br /> <br />Director of Planning Michele McPherson provided the Council with an update of the July <br />10, 2002 Park and Recreation Commission meeting. She stated that city recreation is <br />concerned about the school district's increase in fees for District facility rental usage. <br /> <br />Councilmember Kuester stated that the Park and Recreation Commission felt the school <br />district was not happy about having to pay fees to use Lions Park Center, Woodland Trails <br />Park, the Ice Arena, and that they may be upset about the field maintenance issues. She felt <br />the city should have a meeting with the school district to resolve these issues. <br /> <br />Councilmember Motin expressed disappointment in the School Board. He stated that the <br />city has helped to fund the Little Theater, covered the shortfall of funds for when <br />community recreation dissolved (which the city was not responsible for), and given them a <br />break on ice arena usage. He feels the city has gone above and beyond helping the school <br />district with funding. <br /> <br />Council requested staff to schedule a meeting with Councilmembers, staff, a Park and <br />Recreation Commissioner, and the school district to discuss these issues. <br /> <br />5.4. Comprehensive Plan Update <br /> <br />Director of Planning Michele McPherson provided an update on the June 27, 2002, <br />Comprehensive Task Force meeting. <br /> <br /> <br />
