2. SET AND ESTABLISH MISSION STATEMENT <br /> <br />Establishing a Mission Statement is designed to set the overall parameters <br />for issue selection during the Strategic Planning process. Examples of <br />mission statements are generally noncontroversial and may even be rather <br />vague. An example of a mission statement is the following taken from the <br />City of Woodbury. <br /> <br />To actively develop and promote the city in a well planned manner as a <br />self sufficient and recognized leader in the Metropolitan Area, <br />providing a desireable place to live, work, do business, and recreate. <br />The city should provide: <br /> <br />° A diversified tax base <br /> <br />° A neighborhood orient community <br /> <br />° A strong fiscal policy <br /> <br />° Efficient and cost effective community services <br /> <br />° Orderly and efficient conversion of land to urban uses <br /> <br />° Community amenities and natural areas <br /> <br />° A distictive community identity <br /> <br />° Effective leadership and public participation <br /> <br />3. SELECT KEY ISSUES <br /> <br />Based on the scan and the mission statement, choose a few issues whose <br />successful resolution is critical in achieving a realization of the <br />Mission Statement. Using a nominal group technique for this particular <br />exercise is helpful. <br /> <br />4. EXTERNAL AND INTERNAL ANALYSES <br /> <br />Look in depth at outside forces and inside forces affecting how your <br />organization is currently addressing selected key issues. Identify <br />strengths and weaknesses of the organization along with the availability <br />of resources. <br /> <br />5. DEVELOP GOALS, OBJECTIVES AND STRATEGIES <br /> <br />Based on the external/internal analysis, decide what can be achieved in <br />respect to each issue and how it will be achieved. Develop an action plan <br />for each of the key issues. Elements of the action plan should include: <br /> a. Who is responsible to carry out each strategy? <br /> b. A time frame for each strategy to be carried out. <br /> c. The number of staff hours required to carry out each strategy <br /> d. How the strategic action plan will be paid for. <br /> e. Specify performance objectives. <br /> <br /> <br />
