Neu, Jr. <br />March 6, 2002 <br /> <br />II. <br /> <br />INTRODUCTION <br /> <br />On February 27, 2002, the council and management team conducted a one-day <br />City Council-Staff Leadership Workshop. The objectives and agenda for this <br />workshop are enclosed as Appendix A to this report. <br /> <br />KEY OBSERVATIONS AND CONCLUSIONS MADE BY THE <br />PARTICIPANTS <br /> <br />A. Review of Goals and Action Plans 2000 and 2001 <br /> <br />On October 15-16, 1999, city council developed a set of goals and action <br />plans for 2000 and 2001. The city council, city administrator, and <br />management team members discussed progress made on the primary and <br />lower-priority goals and identified those which may be carried forward <br />into 2002 and 2003. <br /> <br />B. Growth or No Growth <br /> <br />The key issue before the council was whether or not it, as a governing <br />body, was going to approach growth from a proactive perspective in terms <br />of the following: <br /> <br />growth is occurring <br /> <br /> <br />
