Housing and Redevelopment Minutes <br />February 3, 2014 <br />Commissioner Motin questioned why the change to increase the salary to $35,000 on <br />page 4, III. Policies for the Use of TIF is being recommended. Ms. Huot stated that <br />the goal is to be consistent with other financing policies, such as tax abatement and <br />business subsidy policies. Discussion followed regarding whether or not it was <br />appropriate for this item to be consistent with other policies. <br />Commissioner Kuester asked for clarification on page 5, IV. Project Qualifications, <br />items (e) and (f). Discussion by the Commission followed. Mr. Barnhart explained <br />that (e) is meant to require that a project conform to the general guidelines of the <br />Comprehensive Plan, and that (0 references a project meeting a specific objective of <br />the Comprehensive Plan, such as affordable housing in an area cited for this type of <br />development in the plan. <br />Ms. Huot explained that following review of the draft plan by the HRA, EDA and <br />City Council, a project could be brought back to the HRA under the new guidelines. <br />Discussion followed regarding "affordable housing" language. <br />Roger Derrick, Senior 30, LLC developer, stated he felt the items under (� related to <br />industrial and commercial pro)ects, and that another "bullet" should be added under <br />(0 to specifically address housing. <br />Commissioner Motin stated that TIF requires affordable housing. Ms. Huot stated <br />that only when creating new housing, not housing rehab. Commissioner Motin noted <br />some typographic and "cosmetic" errors. <br />Motion by Commissioner Kuester and seconded by Commissioner Motin to <br />recommend approval of the final draft of the Tax Increment Financing Policy <br />and Application <br />8.1 Set Date of Workshop <br />Motion by Commissioner Toth and seconded by Commissioner Chuba to can <br />a special workshop meeting following the regular HRA meeting March 3, <br />2014. Motion carried 5 -0. <br />9.
