Item 5.6.

Howard R
August 5, 2002
File: 816941J-0060

, Green Company

The Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE: ORONO PARKWAY CONSTRUCTION BIDS

Dear Council Members:

As directed by the City Council we have re-bid the improvements to Orono Parkway necessary for the
City Hall expansion and Public Safety Building project. There were a total of four bids received on
Thursday, July 25, 2002. The bids included improvements to Orono Parkway and.a maintenance

issue at the intersection of Evans Street and 193rd Avenue.
the bidders and their total bids:
Jay Brothers, Inc.
DMJ Corporation
Northwest Asphalt, Inc.
Hardrives, Inc.

The following list provides the names of

$ 98,204.00
105,803.94
109,861.75
159,919.73

The Iow bid submitted by Jay Brothers, Inc., consisted of Orono Parkway Improvements at
$74,402.50 and the Evans Street/193rd Avenue Intersection maintenance improvements of
$23,801.50. As a point of reference, when with the previous Iow bidder an attempt was made to
negotiate the removal of the reinstallation of the streetlights, the revised contract amount would have
been approximately $124,00.00. So the Jay Brothers, Inc., Iow bid is approximately $50,000.00 lower
than the previous bidding results.

We have previously worked with Jay Brothers, Inc., on several projects in other communities. In all
cases, Jay Brothers, Inc., has done satisfactory work on these projects. Therefore, we would
recommend award to them as the lowest responsible bidder. Attached is a resolution for the City
Council's consideration, which accepts the bid and authorizes the execution of the contract with Jay
Brothers, Inc., in the amount of $98,204.00.

If you have any questions regarding this project, I will be attendance at your August 12th City Council
meeting.

Sincerely,

Howard R.
