City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 8.3 <br /> Agenda Section Meeting Date Prepared by <br /> General Business February 18, 2014 Justin Femrite, P.E., City Engineer <br /> Item Description Reviewed by <br /> Nature's Edge Business Center Phase II Brian Beeman,Dir. of Economic Development <br /> Reviewed by <br /> Jeremy Barnhart,Deputy Director, CODD <br /> Action Requested <br /> 1) Approve a resolution showing the city's support and commitment in applying to the Business <br /> Development Public Infrastructure Program Grant (BDPI) through the Minnesota Department of <br /> Employment and Economic Development (DEED). <br /> 2) Approve up to $89,900 in professional service expenses, to Hakanson Anderson and Associates, Inc, <br /> for design and construction management services on Nature's Edge Business Center Phase II. <br /> Background/Discussion <br /> The EDA and City Council have reviewed, discussed, and approved the city moving forward in <br /> constructing Phase II of Nature's Edge Business Center in 2014 contingent upon receiving grant approval <br /> from DEED. The city is applying for$500,000 to help defray the costs of infrastructure for the project. <br /> The grant requires an adopted Local Government Resolution be included as part of the application. <br /> Upon approval of the required resolution, staff will finalize the application and submit it for <br /> consideration by DEED. <br /> In order to deliver construction of the project in 2014, the project design must begin now. Staff <br /> advertised a Request for Proposals soliciting for professional engineering services for the design and <br /> construction administration for this project. We received 4 proposals ranging in price from $89,900 to <br /> $149,858. <br /> After review and evaluation based on qualifications, experience,project approach and cost, staff <br /> recommends award to Hakanson Anderson and Associates, Inc. Hakanson Anderson had the lowest <br /> cost of all proposals received and successfully completed the same services for Phase I of Natures Edge <br /> Business Center, demonstrating their ability to complete these types of projects on time and on budget. <br /> Financial Impact <br /> The total financial impact is up to $89,900,including anticipated reimbursable expenses. This is a not to <br /> exceed fee based on providing full engineering services through construction of the project.
