r <br />r <br />6. Implementation Program <br />• This chapter presents an outline of the implementation program for starting the process of <br />developing the Elk River Landfill Park. This chapter has three sections: <br />Project Phasing: Identifies the various projects and tasks to be implemented. <br />Project Cost: Identifies unit costs for each item and provides approximate <br />preliminary construction cost estimate. <br />Project Funding: Lists potential funding sources for implementing the specific <br />project. <br />A. Project Phasing <br />There are six phases to this project and the starting of each phase is based on the landfill <br />activities. In addition, fluctuation of the final grades and length of the landfill operation <br />will determine the viability of each project. Some projects may overlap or implemented <br />concurrently while in some instances, as need and funding arise, projects may need to be <br />advanced or delayed. <br />1. Phase 1 <br />• Review and reconstruct, if necessary, the entrance road to comply with <br />roadway safety regulations, due to increase traffic to the park <br />• Mill and overlay access road and parking lots to the Research Center. <br />• Reconstruct parking lots <br />• Renovate Research Center for year round use and for visitor center use. <br />• Develop archery ranch at north end of Research Center in the wooded area. <br />• Develop detention pond as a natural amenity to the park. <br />• Install plantings per recommendation. <br />2. Phase 2 <br />• Develop hill slope nearest to the Research Center as sledding hill <br />• Install a portable towrope for winter sledding use. <br />• Install plantings per recommendation <br />• Construct gravel trail <br />• Construct overlooks <br />• Develop detention pond as a natural amenity to the park <br />3. Phase 3 <br />• Extend trail and overlooks <br />• Install plantings per recommendation <br />• Connect trail to the existing trail along the west edge of the property. <br />• Develop detention pond as a natural amenity. <br />4.
