3. Concept Plan Alternatives <br />This section is based on the result of the inventory and analysis, vision, forces and issues, <br />and a work session with stakeholders in May at City Hall. The concept plan alternatives <br />provided a platform for the development of the final master plan. <br />The concept plan alternatives were: <br />1. Proposed Development 1 -A: Landscape Restoration <br />2. Proposed Development 1 -13: Landscape Restoration <br />3. Proposed Development 2: Recreational <br />4. Proposed Development 3: Commercial/City Park <br />1. Proposed Development 1 -A: Landscape Restoration <br />Goal: The goal of this concept is to restore the landscape environment with minimum <br />contact by users. <br />Features for this concept would include natural areas, a nature center, hiking trail and <br />lookout pavilion. <br />This concept would utilize the existing landfill access and parking. A new visitor /nature <br />center or a renovated building would be located adjacent to the parking. A secondary <br />access and parking would be located at the Commercial Asphalt and Co. Plant. A looping <br />hiking trail, constructed on gravel base, would be developed that could also become <br />cross - country skiing trail. Lookout pavilion would be installed along the looping trail to <br />take advantage of the various vantage locations. The areas at the top would be "sectioned <br />out" to create "outdoor rooms" for different plant communities. A trail would connect <br />these areas to the overall trail system as well as to the existing trail. The top elevation <br />would also be gradually sloped to maximize the views. Native plants with spreading roots <br />system should be used and in areas where needed, these plants should be planted in <br />earthen berms to prevent root penetration to the subsurface membrane. <br />2. Proposed Development 1 -13: Landscape Restoration <br />Goal: The goal of this concept is similar to 1 -A which is to restore the landscape <br />environment with minimum contact by users. <br />• Features of this concept would include natural areas, hiking trails, native plantings and <br />lookout pavilions. This concept would utilize the existing access to the landfill with <br />• parking. A second access and parking would be located at the southern edge of the <br />property off 2215` Avenue. A looping trail would connect the lookout pavilions, which <br />would be installed to maximize the views from the site. Earthen berms would be <br />constructed to capture the geologic features of the region. Native plants would be planted <br />with wild flowers and grasses on the berms and slopes, and overstory plants as buffer <br />• around the perimeter of the site. <br />• 3.
