Special Use Facilities <br /> A Community Center is an important special-use facility that <br /> would serve the entire community and compliment existing park <br /> and recreation facilities. The community survey indicated <br /> strong support for a Community Center. The Center is a high <br /> priority. <br /> An outdoor swimming pool would fill a void in recreation <br /> facilities between the beach at Orono Park and the indoor <br /> swimming pool provided by the school district. The outdoor pool <br /> shows significant support by area residents and should be <br /> considered a moderate to high priority. <br /> An interpretive center, located at Woodland Trails Park, is a <br /> facility that would greatly expand the recreational and <br /> educational value of the Park. The interpretive center is a <br /> moderate to low priority. <br /> Although golf is increasing in popularity and is an important <br /> recreation activity, this need in the City of Elk River is being <br /> adequately met by the privately owned courses that are open to <br /> the public. A city-owned golf course is a low priority. <br /> FINANCING <br /> The implementation of the Master Park and Recreation Plan is an ambitious undertaking and <br /> there are no easy methods of obtaining the necessary funding to make it a reality. <br /> FINANCIAL SUPPORT <br /> Financial support for the implementation of the Plan will require the following basic actions: <br /> 1. Establish priorities based upon the needs and preferences <br /> expressed by the residents of the city. The residents <br /> must continue to support the development of the parks <br /> and recreation system and be involved in the decision making <br /> process. <br /> 125 <br />
