Commissioner
Peterson suggested that a contact person is needed and that training should occur with the
Public Works staff in regards to establishing the neighborhood rinks. Commissioner
Kuester concurred that the policy should be kept simple and that the City should encourage
volunteer efforts of this nature. He suggested setting a series of guidelines which outlined
both City and volunteer responsibilities. Commissioner Kuester asked what the liability
issue would be in regards to the establishment of neighborhood rinks.
Phil Hals stated Park staff would be willing to work with neighbors in training and
establishing boundaries for rinks. Commissioner Polston-Hork asked about refereeing
conflicts between hockey players and recreational skaters. This will be discussed as part of
the guidelines.
