The moratorium was enacted in order to give staff time to <br /> develop a revised snowmobile ordinance and adopt new regulations prior to the 2002-2003 <br /> snowmobile season. The County established regulations for ATV use within the County on <br /> private property. Staff and members of the Park and Recreation Commission are suggesting <br /> that these two items be considered by the City Council at the same time as they have similar <br /> impacts to the City. <br /> Issues <br /> In order to begin to regulate these types of vehicles within the City,a clear understanding of <br /> State Statutes is needed. <br /> Statutory Regulations-Snowmobiles <br /> Under State Statute, snowmobiles may be ridden on the outside slope of a trunk, county <br /> state aid or county highway.
