Park&Recreation Commission Minutes <br /> August 8,2001 <br /> Page 5 <br /> Chair Kuester raised two concerns from July's meeting: A sense that this would be a public <br /> park, and that there would be a cash contribution towards city parks with not all monies <br /> being allocated to Elk River Station development. <br /> Ms McPherson reiterated the staff recommendation of 2.97 acres and amenities which is <br /> worth $453,560.00 with the total cash to the City of Elk River being$302,080.00. There are <br /> essentially three options to consider: <br /> -Adding back the$75,740.00 to be at 50% of the total park dedication,which would <br /> total$377,820.00. <br /> -Delete the credit for mailbox structures, shrubs, and flowers,which would total <br /> $82,900.00,making the total cash dedication to the City$384,980.00. <br /> -Developer's proposal of total land dedication of 8.46 acres and no cash. <br /> The general consensus from the Commission is that the parks at Elk River Station are a new <br /> concept to Elk River, and the concern is this concept would not benefit the entire <br /> community of Elk River,but would rather only benefit the immediate surrounding residents <br /> of Elk River Station. Another concern is the acquisition of enough cash dedication which <br /> would benefit all parks in the City of Elk River. <br /> COMMISSIONER DAVE ANDERSON MOVED TO RECOMMEND TO THE <br /> COUNCIL TO ACCEPT THE STAFF RECOMMENDATION TO ACCEPT 2.97 <br /> ACRES OF LAND WITH NO CREDIT, $384,980.00 CASH DEDICATION AND <br /> SHARED MAINTENANCE AS NEGOTIATED BY STAFF AND DEVELOPER. <br /> COMMISSIONER DANA ANDERSON SECONDED THE MOTION. <br /> COMMISSIONER BRIGGS ABSTAINED. MOTION PASSED 5-0. <br /> 9.B.2. Kliever Lake Hills. Case No. P 01-09 <br /> Ms. McPherson presented an overview of Kliever Lake Hills,located 1/4 mile sout • <br /> County Road 12 and Y mile west of Fillmore Street. This property totals 39. ' .cres with <br /> Kliever's Marsh located in the southwest corner. Kliever's Marsh is a Na Environment <br /> Lake;as such, the developer has separated the lots adjacent to the M. from the water in <br /> order to reduce the lot area from 40,000 to 20,000 square feet. <br /> The proposed plat includes 39 lots and three streets. Th- developer is proposing to dedicate <br /> Outlot B for park dedication. Outlot B that is above .ater is 3.18 acres,just under the 10% <br /> requirement. <br /> Commissioner Dana Anderson asked if e number of lots had been changed since the last <br /> meeting. Ms.McPherson replied the number of lots has been significantly reduced <br /> from 65 to 39 lots. <br /> Commission Dana An. son also expressed concern that the City may not be getting a dry- <br /> land dedication as -re was no outline of where the flood plain resides on the map. He also <br /> expressed ad• -..nal concern with run-off from asphalt, shingles,etcetera,within the <br /> developm. Ms. McPherson explained that there will be run off but the flow will not <br /> exceed • e rate of what currently exists due to vegetation and the two storm water ponds <br /> 1•-.ted at both north corners of the development. She also stated that she would consult <br /> with the developers regarding the flood plain level. <br />
