Memo to the Park and Recreation Commission/P 02-I8 <br /> August 14,2002 <br /> Page 2 <br /> Analysis <br /> As part of the plat proposal,a 2.84 acre park in the northwest corner of the subdivision has <br /> been included. The Commission has an opportunity to analyze a sub-area of the City for <br /> park needs. Located east of the subject property is the City's Meadowvale Park. Located <br /> west of the subject property is an additional 175 acres under separate ownership that will <br /> eventually be subdivided. Assuming the adjacent property's developer utilizes the cluster <br /> provision of the ordinance,the minimum number of lots to be developed would be 80. The <br /> Commission should consider the following three options prior to making a recommendation <br /> for park dedication on this site: <br /> (1) accept no public land from this subdivision and request cash for 32 lots <br /> (49,280.00) and wait for the westerly parcel to develop and accept up to <br /> 17 acres from that subdivision; <br /> (2) accept the proposed park but relocate it in an area that has more flat open <br /> space that will require less tree removal; <br /> (3) accept no land from this proposal or the adjacent proposal;instead accept <br /> cash for the additional development of Meadowvale Heights Park or <br /> other City parks. (Potentially $123,200 at the current rate) <br /> Since the applicant is proposing to dedicate only 2.84 acres of park, the remainder of the <br /> dedication would be in cash. The acres to be dedicated is approximately 46 percent of the <br /> total that could be dedicated under City ordinance. The total cash available on the site is <br /> $49,280.00 under the current rate. If land dedication were accepted, the additional cash <br /> would be $22,668.80 at the current rate. <br /> After reviewing the location of the park, staff has the following suggestions for <br /> consideration by the Commission: <br /> Remove the southerly leg of Street D and relocate the three lots to the north side of <br /> Street D and accept park south of Street D and adjacent to the westerly property line <br /> which would allow future expansion of park from the westerly adjacent property to <br /> be subdivided. <br /> Recommendation <br /> Staff requests that the Park and Recreation Commission provide direction regarding park <br /> dedication for this portion of the City and specifically, for this subdivision. <br /> S:\PLANNING\Case Files\P 02-18 Windsor Oaks\P&R memo.doc <br />
