City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 9.4 <br /> Agenda Section Meeting Date Prepared by <br /> Worksession February 3, 2014 Cal Portner, City Administrator <br /> Item Description Reviewed by <br /> Hockey Day Minnesota Expenses <br /> Reviewed by <br /> Action Requested <br /> Review and discuss city expenses attributed to Hockey Day Minnesota and provide direction for items <br /> that should be reimbursed. <br /> Background/Discussion <br /> Hockey Day Minnesota provided positive national exposure to the City of Elk River. <br /> The event was planned and carried out through a formal partnership of the City of Elk River, ISD #728, <br /> The Elk River Area Chamber of Commerce and The Elk River Youth Hockey Association. Each partner <br /> agreed to make resources available from their respective talent base to carry out a successful event. <br /> The city responsibilities included park maintenance,public safety, transportation (snow plowing, traffic <br /> engineering, signage,parking),ice operations, and facilities planning (Handke Pit and surrounding area). <br /> Most of our work included maintenance work and public safety that we carry out or staff, budget and <br /> plan to carry out each year. Each year,depending on Mother Nature and other unforeseen challenges,we <br /> re-prioritize our work to meet the goals, expectations and vision of the community and its leaders with <br /> the resources available. <br /> Before we engaged in this process,the Hockey Day Minnesota Steering Committee was informed that <br /> there may be some items beyond the city's budget that may need to be reimbursed and the Council <br /> expressed consensus to participate in the partnership. <br /> My recommendation is to seek reimbursement for only the items that are not taxpayer supported, such as <br /> the Ice Arena and items in which we would charge out to other entities operating in the city.
