Draft—May 2003 Park Master Plan <br /> evaluate the progress of the City in the implementation of the Master <br /> Park System Plan by reviewing the following goals and objectives: <br /> Provide and maintain park, trail and recreational facilities that <br /> meet residents' needs within the community. <br /> Objectives: <br /> • Create and maintain a park system that provides a variety <br /> of recreational opportunities: traditional (i.e. <br /> neighborhood, community athletic, and regional) and <br /> non-traditional (i.e. mountain biking, skiing, dog parks) <br /> with both active and passive recreational activities. <br /> • Create and maintain facilities that support a variety of <br /> recreational opportunities for residents of all ages and <br /> abilities. <br /> • Create and maintain a trail system that allows for safe <br /> pedestrian movements throughout the City and provides <br /> access to parks and other open spaces for residents of all <br /> ages. <br /> • Maintain and improve the city's existing public recreation <br /> facilities. <br /> • Require developers of new areas to either dedicate public <br /> open space or make a cash payment in lieu of dedication <br /> to the City's Park Fund. <br /> • Establish and maintain a Capital Improvements Budget <br /> for development and replacement of trails and facilities <br /> and plans for the acquisition of land that is significant to <br /> the park system. Review the Budget annually to <br /> determine the priority of expenditures based on <br /> community need. <br /> Preserve, enhance and protect environmental resources and <br /> natural ecosystems, such as forests, native plant communities, <br /> wetlands,water bodies and their shorelines. <br /> Objectives: <br /> • Preserve natural areas through land acquisition, density <br /> transfers, or land dedication, and on private land, through <br /> conservation/preservation easements. <br /> • Research and implement alternative management <br /> techniques where appropriate on public lands. <br /> \ Building the Future 3 <br /> „ ,The Comprehensive Plan for Elk River <br />
