Draft Land Use Plan <br /> Introduction <br /> The Land Use Plan serves several important functions for the Comprehensive Plan: <br /> • The Land Use Plan determines options for the use of private property. <br /> • Public investments in streets, utilities and facilities will be needed to support the <br /> development pattern. <br /> • Other elements of the Comprehensive Plan deal with public actions needed to achieve the <br /> vision for the future. <br /> The Land Use Plan has grown out of the steps taken in the planning process: <br /> • The examination of current land uses describes the foundation for future development. <br /> • Consideration of demographic and economic trends shows how Elk River has changed <br /> and point to forces that will shape the future. <br /> • Input and guidance from the public helped to define a vision for Elk River and to evaluate <br /> development issues. <br /> • Land use concepts compare alternative approaches guiding the growth of Elk River. <br /> All of these factors have combined to produce the proposed Land Use Plan. This document <br /> discusses the land use categories and development issues that provide the rationale for the <br /> proposed Plan. This document discusses each land use pattern in the following manner: <br /> Land Use Category <br /> • Area Overview <br /> • Land Use Objectives <br /> • Land Use Description • <br /> Rural Residential <br /> Rural Residential Area Overview <br /> This area includes all property north of County Road 33 and outside of the gravel mining district. <br /> Under the city's current comprehensive plan, this area is guided as "Agriculture". <br /> The Market Trends and Guided Growth concepts proposed to guide all unsewered residential <br /> property into a common "Rural Residential" land use category. In the proposed Land Use Plan, <br /> the Rural Residential land use designation replaces the Agriculture category except for the gravel <br /> mining area. Unsewered property south of County Road 33 would retain the existing "Low <br /> Density Residential" designation. <br /> Rural Residential Objectives <br /> The planning process has led to the following objectives for the Rural Residential area: <br /> • Provide opportunity for the development of private property in a manner that fits with the <br /> needs and objectives of the community while recognizing private property rights. <br /> • Provide a variety of housing opportunities. <br />
