3.4.3 St. Cloud Metropolitan Transit Commission (MTC) Service Area

The St. Cloud MTC provides public transportation services in the cities of St. Cloud, Sauk Rapids
and Waite Park. Currently, the MTC's program of services includes fixed-route, Specialized
Service, subscription and rideshare services. The MTC's regular fixed route system operates on
eleven fixed schedules, Monday --Friday 6:00 AM to 9:45 PM and Saturdays from 7:45 AM to
6:45 PM. Five additional routes provide direct service to St. Cloud State University and operate
from September through May. The Specialized Service program provides door-to-door service
for persons with disabilties and mobility impairments. The Senior Rider and Metro Express are
subscription services. The Senior Rider provides persons 60 and over with curbside bus service
between home and primary destinations on a limited daytime schedule. The Metro Express
provides curbside bus service for employees working in St. Cloud's Industrial Park West. Ride
matching services for commuters in the St. Cloud area for carpooling and vanpooling is
coordinated by the St. Cloud MTC.

3.4.4 Regional/Rural Transit Service

The RiverRider provides daily bus and volunteer driver transit services in Sherburne and Wright
Counties, including limited community-based services. Tri-CAP provides daily bus and
volunteer driver transit services in Benton and Steams Counties, including limited schedules from
St. Cloud to Foley and three day a week community bus service in Sauk Centre. Both transit
programs are planning for and experiencing system growth. Over the next few years, Tri-CAP
will include increased schedule frequencies in the rural areas of the counties and expanded
community-based services.

The RiverRider and Tri-CAP transportation programs provide limited service into the St. Cloud
metro area. RiverRider provides transportation from the St. Cloud area to persons participating in
a sheltered workshop. Tri-CAP provides limited service to Sartell, primarily for elderly living in
residential apartment communities and grocery shopping service in the MTC's transit area for
elderly citizens residing in apartment complexes.

3.4.5 Park-and-Ride Facilities

Park-and-Ride facilities vary along the TH 10/47 Corridor. Several park-and-ride facilities are
available to serve commuters in and around the St. Cloud area. There currently exist two formal
park-and-ride facilities for commuters in Steams County. One is located at St. Joseph at 1-94 and
CSAH 2, the other is located in Albany at 1-94 and CSAH 10. Both lots were created with the
cooperation of Mn/DOT. Informal park-and-ride usage is also occurring at the Holiday Station
off of 1-94 and CSAH 75 in St. Cloud. Other informal park-and-ride usage also is occurring
along the 1-94 corridor at Sauk Centre, Melrose, Freeport, and Avon.

Sherburne County has few park-and ride facilities. Sherburne County is currently working with a
group, which includes MN/DOT, Steams and Benton Counties, City of St. Cloud and St. Cloud
MTC, to create a formal network of park-and-fide facilities in the region, with several located in
Sherburne County. The Mn/DOT Traveler Information Center, located on TH 10 two miles south
of St. Cloud, a municipal parking lot along TH 10 in the City of Becker, and the Mn/DOT park-
and-ride lot along north TH 169 in Elk River currently are being used for park-and-ride activities.
Currently, no transit connections are available for these sites, but should be considered for future
transit service expansion or restructuring.
