This means
that a greater traffic burden is placed on all roadways, and that congestion levels will increase.
Table 3.6 below shows the number of centerline miles of congestion expected in the Northstar
Corridor by the Year 2020.

Table 3.6
Northstar Corridor Miles of Congestion by Levels of Congestion

County and Scenario
Anoka County
1992 Capacity Deficiency
2015 Capacity Deficiency
Hennepin County
1994 Capacity Deficiency
2015 Capacity Deficiency
Sherburne County

1995 Capacity Deficiency

LOSD I LOSE I LOSF I Total

12 I 2 4 18
9] 11 10 30

14 I 3 10 27
2I 14 19 35

9

13 10 29

2020 Capacity Deficiency

6

Source: MnDOT, Anoka County, and Sherburne County

Access control along TH 10 varies. Portions of TH 10 are fully grade-separated to freeway
standards,; portions are constructed to expressway standards with signalized intersections and
turn lanes; and portions function with unsignalized intersections. Traffic control in the urban
areas of Minneapolis, Columbia Heights, Fridley, and Coon Rapids is frequent with traffic
signals approximately 500 feet apart. Posted speed limits are low in the urban areas and increase
to a maximum of 65 miles per hour in the more rural portions of the corridor. As TH 10 travels
through the cities of Sherburne County, the speed limit decreases and the major roadways

Northstar Corridor Major Investment Study
Section 3 - Transportation
10-28-98

3-8
