THE MOTION CARRIED 5-0. <br /> <br />Canvass of Recount for Office of Mayor and Council Member for Ward <br /> <br />City Administrator Pat Klaers indicated the results of the November 3, 1998, municipal <br />general election were as follows: Stephanie Klinzing 3,177 votes; Duane Kropuenske <br />3,122. The recount on November 13 resulted in Stephanie Klinzing with 3,188 votes and <br />Duane Kropuenske with 3,128 votes. Pat reviewed the Ward Four November 3 and <br />November 13 recount totals. Pat explained the problems the city experienced with the <br />new voting machines. He noted that the city is requesting computer program changes <br />and changes in the equipment design before the machines are paid for and additional <br />ones are ordered. <br /> <br />COUNCILMEMBER THOMPSON MOVED APPROVAL OF RESOLUTION NO. 98-126, A <br />RESOLUTION CANVASSING RECOUNTS OF THE NOVEMBER 3, 1998, MUNICIPAL GENERAL <br />ELECTION RESULTS FOR THE OFFICES OF MAYOR AND WARD FOUR COUNCILMEMBER. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Utilities Commission Update <br /> <br />Councilmember Dietz indicated the Utilities Commission met on November 10th and <br />noted that the main topic was the 1999 budget. He explained that revenues are <br />projected to increase approximately 5% - 8%. The Utilities will be operating at an 18% - <br />20% net profit. He felt that the Utilities will likely break even in financing all the capital <br />improvement projects that are planned for 1999, by using the profits and funds from the <br />depreciation account. He projects that the Utilities' financial situation will continue to <br />improve over the next 4 to $ years, and that there will be adequate funds to complete <br />the electric and water portion of the East Elk River project. Councilmember Dietz <br />indicated that the Utilities Commission also discussed the gas turbine project and will be <br />undedaking negotiations with Great River for the proposed gas turbine in Elk River. <br /> <br /> <br />
