UNITED STATES OF AMERICA <br /> BEFORE THE <br /> FEDERAL ENERGY REGULATORY COMMISSION <br /> Centralized Capacity Markets in Docket No. AD13-7-000 <br /> Regional Transmission Organizations <br /> and Independent System Operators <br /> POST-TECHNICAL CONFERENCE COMMENTS OF <br /> MIDWEST TDUS <br /> This Commission has invited comments on the centralized capacity market rules and <br /> structures of the three eastern Regional Transmission Organizations ("RTOs"), and has asked <br /> that any comments stay focused on those RTOs.' As market participants, load-serving entities <br /> ("LSEs"), and transmission-dependent utilities ("TDUs"), Indiana Municipal Power Agency <br /> ("IMPA"), Madison Gas & Electric Company("MGE"), Midwest Municipal Transmission <br /> Group ("MMTG"), Missouri Joint Municipal Electric Utility Commission("MJMEUC"), <br /> Missouri River Energy Services ("MRES"), Southern Minnesota Municipal Power Agency <br /> ("SMMPA"), and WPPI Energy("WPPI") (collectively, "Midwest TDUs")2 are vitally <br /> concerned with capacity market rules. With regard to the issues addressed at the technical <br /> conference, Midwest TDUs are here concerned mainly that the eastern RTOs' capacity market <br /> constructs do not spread to the Midcontinent Independent System Operator("MISO"). <br /> Midwest TDUs commend to the Commission's attention the comments of American <br /> Public Power Association ("APPA"), Transmission Access Policy Study Group ("TAPS"), and <br /> others who have questioned the effectiveness, reasonableness and sustainability of the eastern <br /> See Notice Allowing Post-Technical Conference Comments n.I,Oct. 25,2013,eLibrary No.20131025-3045 <br /> ("Notice").
