Parks&Recreation Commission Minutes Page 2 <br /> September 11,2013 <br /> 6.2 Windsor Third Edition Private Park Donation <br /> Mr. Hecker presented his staff report and asked the Homeowners Association <br /> representative for more information regarding the utilities cost of the park. <br /> Mr. Felska,Windsor Third Edition Homeowners Association shared that they are <br /> interested in donating the park to the City as they have more association expenses <br /> coming up and other users from outside their neighborhood come to use the park <br /> Mr. Hecker shared that he and Mr. Schreifels inspected the property and believed <br /> there would be some repairs needed to the trail. <br /> Commissioner Niziolek asked what it cost to maintain the trail and what the <br /> Homeowners Association would think if the city turned the park into a native park <br /> and only mowed around the courts. <br /> Mr.Felska stated that the Homeowners Association would be willing to donate the <br /> playground only and keep the pond area which would limit the cost to the city. <br /> Commissioner Anderson stated that Windsor Third Edition deserves to be <br /> considered and requested that the association get more information to staff to help <br /> in the decision process. <br /> 6.3 Football/Lacrosse Field Use <br /> Mr. Hecker presented his staff report. <br /> Mr.Raymakers, 10725 186th Circle NW with the Elk River Football Association <br /> shared that the Musco Lighting estimate came in at$108,000 and to plan on adding <br /> $3,000 more for the dual light system. The underground work could be done by an <br /> outside electric company to save money. <br /> Mr.Hecker asked how using two different field locations would affect the <br /> associations. <br /> Mr.Raymakers stated that the Football Association is desperate for lighted field <br /> space and Oak Knoll would serve that purpose. <br /> Mr.Hendricks, 20055 156th Street NW with the Elk River Lacrosse Association <br /> shared that they need a consistent place to play as right now they are using five <br /> different fields. The Association would like to use the East field as that is closest to <br /> the parking lot. <br /> Mr. Leeseberg noted that the parking lot is not a City owned parking lot,that it is <br /> owned by the school district. <br /> rein .
