These highway improvements would be part of the <br />Commuter Rail study that is now being completed. <br /> <br />The highway-related improvement evaluation was completed along the TH 10 corridor from the <br />west side of the City of Anoka near the intemhange of TH 10 and TH 47 to the City of Rice. <br />The corridor was divided into two general types of areas: current issue areas and current rural <br />areas. The current issue areas were generally more developed areas along the corridor with <br />significant traffic control. The issue areas are shown in Figure 1. <br /> <br />Transportation related forces and issues were identified for the current issue areas, which will be <br />presented at the NCDA meeting. In general, the issues in the urban areas deal with mobility, <br />access, and safety. Issues within the current rural areas deal primarily with farm machinery <br />traveling along TH 10, existing and future access to TH 10, and potential future land <br />development. In order to address these issues, a toolbox of potential highway improvement <br />strategies was developed and is shown in Table 1. For each current issue area, the toolbox of <br />strategies will be evaluated to determine which strategies are applicable to that area. <br /> <br />Within the toolbox of strategies are two improvements that are at the high end of the cost range <br />of options to be considered. They are the construction of bypasses around cities in the TH 10 <br />corridor and the upgrading of TH 10 into a fully controlled access highway. An initial screening <br />of the highway alternatives will be completed at the NCDA meeting for each current issue area <br />using the matrix shown in Table 2. The project team have identified some potential bypass <br />alternatives for some of the current issue areas. These are not proposals and are shown in <br />Figure 2 through Figure 6. While it is necessary at this point in the MIS to examine all <br />potential solutions, it is expected that the potential bypass areas will be screened out. <br />Additional information on the bypass alternatives will be presented at the NCDA meeting. <br /> <br /> <br />
