In particular, this group is interested in compiling a written history of the city <br />before it is lost. For purposes of this memo, this group will be referred to as the History <br />Committee. A list of those involved is attached. It is vital that the Council supports the <br />History Committee's efforts to prepare a written history of Elk River. <br /> <br />The History Committee feels that it is important that people moving to Elk River and all <br />of its citizens have knowledge of our past. An understanding of Elk River's heritage <br />helps to instill a sense of pride in our community. In addition, knowing where the <br />community has been and what shaped it is vital information when planning what <br />direction it will go in the future. <br /> <br />An issue that is worth exploring is the establishment of a Heritage Preservation <br />Commission (HPC). The City of Otsego established a HPC to compile its written <br />history. A HPC would be made up of a group of 5 to 7 citizens of the community, that <br />are appointed by the Council, similar to the Planning Commission or the Park and <br />Recreation Board. Authority exists in State Statute for such a group. The establishment <br />of a HPC opens up opportunities to secure grant money. Through their HPC, Otsego has <br />received a grants to aid them with their written history. <br /> <br />The History Committee is recommending that the city explores the possibility of <br />establishing a HPC in Elk River. Besides aiding in the compilation of a written history <br />for Elk River, a HPC would be an additional source of input when the city's <br />comprehensive plan is updated. The HPC would be an advisory group to the Planning <br />Commission. <br /> <br />Staff is requesting the Council's permission to aid the History Committee in further <br />researching the potential of establishing a HPC.
