The purpose of this <br />meeting is to receive input from citizens and affected property owners <br />regarding the possible extension of utilities. The attached material from City <br />Engineer Terry Maurer provides background information on the project, <br />public hearing format, and information he plans to present at the meeting. <br /> <br />The City Council needs to make a decision regarding whether or not the East <br />Elk R/vet project is going to be the commonly discussed '%rge" or "small" <br />project or ff no project is going to take place at this time. The Trott Brook <br />Farms plat on approximately 280 acres of developable property has been <br />approved by the City Council conditioned upon the City Council ordering a <br />sewer and water project. The Main Street/Highway 169 commercial <br />redevelopment and Business Park project has been in the planning stages for <br />a number of years and it is now moving toward Planning Commission review. <br />The developers and landowners for both of these projects have petitioned the <br />city for public improvements. <br /> <br />After the September 28, 1998, improvement public hearing, staff supports <br />City Council action to move forward with the resolution approving the plans <br />and specifications for the project; going out for bids for the big project with <br />information being included in the bid package which highlights the <br />possibility of awarding only the small project; and, the Council calling for an <br />assessment public hearing for the public improvement project. Action on at <br />least these three items will set the stage for a final decision in early <br />December by the City Council on what type of public improvement project to <br />pursue and order for 1999. <br /> <br />\\elkriver\sys\shrdoc\council\ester.doc <br /> <br />13065 Orono Parkway · P.O.
